Only 26 % of Britain’s small businesses even apply for external finance any more. The rest have simply given up. Rejection rates now hover between 70 % and 80 % for perfectly viable firms, according to the latest BVA BDRC SME Finance Monitor. The paperwork is endless, the algorithms are brutal, and the outcome is almost always the same: “Computer says no.”
The Bank Referral Scheme was supposed to be the safety net. When a high-street bank turns an SME down, it is legally required to offer to pass the details to alternative lenders – Funding Circle, Iwoca, the British Business Bank and others. In theory, brilliant. In practice, only 4 % of declined applications ever reach an alternative provider, and just 1 % actually end up funded (HM Treasury’s own 2025 review). That is not a scheme; it is a statistical rounding error.
We can, and must, do better.
- Make referral automatic and instant. No tick-box, no delay – the moment the bank says no, the file is sent to a government-backed AI-matching platform that looks at cashflow and orders, not just credit scores.
- Create a £5 billion ring-fenced loan pot for 2026, exclusively for SMEs rejected by the high street. Fixed rates at 3–4 %, five-year terms, no personal guarantees on loans under £250,000. The British Business Bank already has the infrastructure; just give it the money.
- Force transparency. Every major bank must publish monthly how many applications they reject and how many are genuinely referred. Sunlight is the best disinfectant.
The high-street banks are posting record profits cannot be allowed to starve the real economy of capital. When SMEs can’t borrow, they can’t hire, expand, or innovate – and that is the single biggest reason UK productivity has flatlined for fifteen years.
It is time to stop tinkering and start delivering the growth finance Britain’s small businesses desperately need.
