The Universal Service Obligation (USO) for full-fibre broadband, rolled out from 2025, forces Openreach to provide ultrafast connections to every UK premises on demand – but at a cost. Small and medium-sized enterprises in rural and semi-rural areas now face mandatory upgrades or connections averaging £3,500–£18,000 per premises where no commercial case exists (Ofcom USO Report 2025). For a small farm shop or village workshop in Hampshire or Yorkshire, this is an unaffordable hit.
Ofcom’s Q3 2025 data shows 142,000 USO requests already approved, with SMEs accounting for 28 % – costing taxpayers £1.2 billion over five years in subsidies. Rural SMEs are hit hardest: 62 % report the USO levy or upgrade costs as a major barrier to digital adoption (British Chambers of Commerce Q4 2025). A New Forest bed-and-breakfast was quoted £12,000 for a full-fibre line – money they don’t have, forcing them to stick with slow copper broadband and lose online bookings.
Large telcos profit from the mandate. Small businesses – especially in low-density areas – get lumbered with bills they can’t pay, delaying e-commerce, cloud tools, and remote working.
The solution is targeted and affordable:
- Create a £150 million SME Broadband Relief Fund, administered by the British Business Bank.
- Grants of up to £10,000 per SME to cover USO connection/upgrade costs where commercial fibre is unavailable.
- Eligibility: businesses with turnover under £2 million in Ofcom-defined rural areas.
- Funds disbursed on proof of invoice from Openreach/BT.
- Estimated cost: £150 million over three years – less than 12 % of the total USO subsidy bill, and recouped through higher SME productivity and tax revenue (OBR digital economy modelling).
This is not about blocking broadband rollout; it is about ensuring small businesses – which make up 99 % of UK firms – aren’t crushed by the costs. Germany and France offer similar rural SME connection grants with 85 % uptake. Britain’s USO is noble but punitive without support.
Do not let a universal service become an existential threat to rural SMEs. Give them the grants to connect and compete.
